Energy monitoring 2015: Data survey 13 April - 8 May 2015

The Bundesnetzagentur and the Bundeskartellamt will therefore be collecting data for the Monitoring Report 2015 in the period between 13 April and 8 May 2015.

The Bundesnetzagentur's monitoring tasks are set out in § 35 EnWG. Under § 63(3) EnWG the Bundesnetzagentur must publish a report annually on the results of its monitoring activities, conducted in the performance of its regulatory tasks in the electricity and gas sectors, most notably to create transparency in the markets.

The Bundeskartellamt's monitoring tasks are set out in § 48(3) GWB and relate to market opening, transparency and competition at wholesale and retail level. The report to be drawn up by the Bundeskartellamt on its monitoring activities in accordance with § 48(3) GWB in conjunction with § 53(3) EnWG is to be included in the Bundesnetzagentur's monitoring report. Additionally, the Bundesnetzagentur is required under § 63(3) EnWG to submit to the European Commission and the EU Agency for the Cooperation of Energy Regulators (ACER) a report on the outcomes of its monitoring activities:
The Bundesnetzagentur and the Bundeskartellamt work together closely in drawing up the reports. The joint questionnaires used indicate where the information requested is for the Bundeskartellamt.

The data survey covering 2014 is addressed to the companies active in Germany at the various levels of the value chain (generation and production, import, storage, network operation, metering operations and services, trade, sales, etc). For groups, parent companies should not provide aggregate responses. The information requested in the questionnaires is related directly to the particular company, not to companies in which the responding company has a stake. Please complete only those questionnaires that are relevant to your company.

The information received in response to the survey will be published in the Monitoring Report 2015 in aggregate form only. Confidential information will not be disclosed.

Excel questionnaires

Questionnaires 1, 2, 4, 7 and 9 for electricity generating companies and storage facility operators, electricity and gas transmission system operators and electricity and gas wholesalers and suppliers are again available for completion in Excel format.

Companies may submit their Excel files in encrypted form, using the easy-to-use encryption tool available for download. Responses can alternatively be submitted on CD to:

Online monitoring portal

The questionnaires for gas importers and exporters, underground storage facility operators and electricity and gas metering operators are now available for completion via the online monitoring portal in addition to the questionnaires for electricity and gas distribution system operators which were available on the portal last year. Further information about the online monitoring portal can be found here.
